BACK TO BUSINESS 2026: Trust, Enforcement, and Investment Future

Predictable laws. Enforceable decisions. Greater confidence to invest.

EuroChamber Mongolia successfully organized its annual Back to Business forum, a working policy dialogue that brought together government representatives, business leaders, investors, legal professionals, and international partners to discuss how justice reform can lead to measurable improvements for businesses in Mongolia.

The event opened with welcome remarks from H.E. Ms. Ina Marčiulionytė, Ambassador of the EU Delegation to Mongolia, and Mr. Anders Berglund, President of EuroChamber Mongolia. Mr. Matthieu Le Blan, Country Representative of the IFC - International Finance Corporation, then delivered the keynote, presenting the findings of the World Bank Group’s Country Private Sector Diagnostic on how concrete, near-term reforms can unlock private investment in Mongolia.

A policy dialogue followed with Mr. Christoph Kopecky, Resident Advisor of the EU Twinning Project in Mongolia; Mr. Enkhtur Sodnomtseren, Deputy Director of the Tenger Research Center LLC; Mr. Oliver Schnorr, CEO of Euro Khan LLC; and Ms. Ts. Naranzul, Senior Analyst of the Business Environment Policy Department at the Ministry of Economy and Development. The session was moderated by Mr. Bayarsaikhan O., Chairperson of EuroChamber Mongolia’s Foreign Direct Investment Working Group and Director of the International Banking Department of Худалдаа хөгжлийн банк / Trade and Development Bank

Key takeaways from the event

  •  Legal predictability shapes investment decisions, business planning, and access to finance

  •  Investors value predictability and transparency over incentives

  • Timely, effective enforcement of court decisions is essential to building trust

  • Anti-corruption safeguards need transparency, accountability, and measurable indicators of progress

  • Concrete, near-term reforms can unlock private investment in cashmere processing, renewable energy, and mining exploration

  • The private sector can contribute evidence, identify bottlenecks, and support reform

New policy paper: At the event, we introduced our latest research,

“Unequal Enforcement, Unequal Investors: Foreign Investors’ Experience of Mongolia’s Legal Enforcement Gap.”

Drawing on the experience of EuroChamber member companies, it found that:

  •  66.7% of respondents were involved in a commercial dispute before a Mongolian court in the past five years

  •  The Judicial Confidence Index stands at 32.1 out of 100, with enforcement of court decisions the weakest area

  •  Direct court-dispute experience is significantly associated with investment delays

We extend our sincere thanks to our speakers, moderator, panelists, and all participants for their valuable insights and commitment to a stronger investment climate in Mongolia.

Save the date: our next official event, Trade and Investment Climate of Mongolia 2027, will be held on 18 November 2026. Stay tuned for more details!
